International framework for recognition
Lisbon Convention on Recognition of higher education in the region of Europe, which was ratified in Montenegro in March 2004, was the basis for drafting the Law on the Recognition and evaluation of educational documents. What is the Bologna process in higher education; it is the Lisbon Recognition Convention in the field. One of the key principles of the Lisbon Recognition Convention is that you should not compare a detailed study of the program. Recognition should be made if there are no significant differences in the programs. The Lisbon Convention also makes a distinction between the purposes for which recognition is sought: the purpose of employment and / or continuing education.
Law on the Recognition and evaluation of foreign educational documents
Recognition and evaluation of educational documents on the acquired or commenced education abroad is carried out in accordance with the recognition and evaluation of educational documents (Official Gazette of Montenegro No. 4 / 08). Coming into force this law was introduced in recognition of educational documents for the validation process, which was the responsibility of the University of Montenegro. The procedure and method validation and equivalence was arranged Rules of Procedure and Method of validation, in equivalence of foreign degrees and keeping the registry. The recognition of foreign educational documents and the formal verification of documents on completed education, part education, and commenced education. Foreign education documents is testimony , diploma, joint diploma or other document that proves that the person who owns an educational document fully or partially completed educational program, in accordance with the regulations of the country issuing the document. The recognition of foreign educational documents shall be to:
- Continuing education
- For employment.
Recognition of foreign educational documents on the obtained primary, secondary general or vocational education and part of education, and commenced to education, to continuing education or employment, conducted by the Ministry of Education and Science. Recognition of foreign educational documents on the obtained higher education, to employment is ENIC Centre, Ministry of Education and science, while the recognition of foreign educational documents for the continuation of higher education is the professional body accredited institution of higher education have received the opinion of the ENIC Centre. ENIC Centre is an information center and a member of the European Network of Information Centers on Recognition and Mobility.
In the process of recognition of foreign educational documents for employment in the price criteria. The law states the following criteria: the system of education in a country where the foreign educational documents acquired, the length of education without comparisons of educational programs, degree earned, the right that gives foreign educational documents in the country in which the proceeds, and other circumstances important for recognition. In the process of recognition of ENIC center in most cases through the ENIC / NARIC network shall check the status of the institution and the credibility of degrees. Diplomas, which are found to be issued by non-accredited institutions, are not recognized, and such request is rejected. The decision on the recognition of foreign educational documents shall be made within two months after the surrender documents.
Evaluating the degree
Evaluation is a separate process and includes providing opinions to interested parties about the educational documents on education, or study program and the education system, certain countries, as well as information about programs and institutions of higher education in Montenegro. In the process of assessment is the price comparability: the educational system, educational documents, study programs, level of education, professional and academic title, as well as other facts relevant to employment or further education.
Recognition of specialization and expert examination
When it comes to specialization in the field of medicine the competent authority is the Ministry of Labor and Social Welfare. When it comes to other specializations, the competent institution is also a Ministry of Labor and Social Welfare. In terms of professional examinations, the relevant professional body is the Chamber of Commerce. We have in the development of law on regulated professions in Montenegro, which is done in accordance with Directive 36/EU/2005 on recognition of professional qualifications. The law will cover all regulated professions in Montenegro, as well as the body responsible for the recognition thereof.
Documents required for the recognition of foreign educational documents in Montenegro
For educational documents acquired in Serbia, Bosnia and Herzegovina and Croatia for employment, the following documents are needed:
- Request
- Three certified copies of diplomas or certificate of graduation
- Certificate of examinations passed and a diploma supplement
- Payment slip at 55 euros on the bank account: 832-3161-26, recipient: RAT (republic administrative tax), the purpose of payment: the recognition of foreign educational documents
For educational documents acquired in other countries, need the following documents:
- Request
- Three copies of a translated diploma or certificate of graduation by a certified court interpreter
- Translation of the Certificate of passed examinations and the Diploma Supplement certified by a translator
- Copy of the original Diploma or certificate of graduation,
